Preliminary Report

Preliminary documentation required by the Environmental Protection Authority for the classification of a project/plan/program/strategy within the environmental procedure (SEA, EIA). The document is prepared in accordance with Annex 5A of the impact assessment procedure for certain public and private projects under Law 292/2018, and in the case of a potential impact on Natura 2000 sites, there will be Appropriate Assessment specific elements required according to Ord.1679/2023 and 1682/2023.

Environmental report

Study required by the Environmental Protection Authority for obtaining the environmental approval. The documentation is prepared in accordance with Annex no. 2 – Framework content of the environmental report from Government Decision no. 1076/2004 on establishing the procedure for conducting environmental assessments for plans and programs.

Environmental impact assessment study

Documentation required by the Environmental Protection Authority for obtaining the environmental approval. The report is to be completed according to Annex 5A of the impact assessment procedure for certain public and private projects, as outlined in Law 292/2018.

Appropriate Assessment

Study required by the Environmental Protection Authority for a project/plan/program/strategy that has the potential to affect a protected natural area of community interest. The documentation is prepared in accordance with Ord 1682/2023 and the specific domain guide from Ord 1679/2023.

Application Form

Document required for obtaining the Integrated Environmental Permit. This is submitted together with the Baseline Report. The document is completed in accordance with Order 1.158/2005.

Baseline report / Site assessment report

Documentation required by the Environmental Protection Authority for any project that falls under LAW no. 278/2013 on Industrial Emissions. The report is prepared in accordance with the provisions of the IPPC Guide. The purpose of this report is to highlight previous uses and the initial condition of the site, its vulnerabilities, as well as to analyze the project's compliance with Best Available Techniques (BAT and BREF) and ensure that emissions are within legal environmental limits.

IPPC Site decommission Plan

Study required by the Environmental Protection Authority for any IPPC plant to obtain the first Integrated Environmental Permit. Being a facility classified as a potential pollutant, it is necessary to develop such a plan to ensure the environmental authorities that, at the time of site closure, decommissioning and closure activities will be managed accordingly. This is typically submitted together with the Baseline Report.

Climate proofing analysis

During the preparation phase of a European Funds project, it is essential to prepare appropriate documentation on climate change resilience, in accordance with the Guide. This documentation is particularly necessary for construction projects, where infrastructure investments must meet the eligibility requirements imposed by European regulations.

Climate change resilience involves two main pillars – mitigation and adaptation – each with two distinct phases: screening and detailed analysis. The process is governed by the technical guidelines issued by the European Commission in 2021 and must be integrated into all infrastructure projects, including buildings, energy and transport networks, waste management systems, etc.

In the current funding stage (2021-2027), all funding guides require the development of climate change resilience documentation for infrastructure projects. Biodiversity Monitoring

Biodiversity monitoring tracks the evolution of ecosystems and species populations during the implementation of a plan or project. Evaluating the results allows for the identification of necessary measures to protect species and their habitats. It is a legal requirement and a responsibility for responsible economic activities. It can be conducted at the local or regional level and can be tailored to legal requirements or specific project needs. Most often, it is carried out based on the requirements of regulatory documents (Environmental Agreement, Environmental Approval, Environmental Permit, etc.).

Studies required to obtain Approvals and Permits for Water Management

The Water Management Approval is a preliminary document required during the design phase of works or activities that could affect water regimes. The approval is necessary to assess whether the proposed project complies with water protection requirements and to establish the necessary conditions to prevent or reduce the negative impact on water resources.

The Water Management Permit is a mandatory document for the actual operation of works, activities, or installations that impact water or are related to water. This permit is issued after obtaining the Water Management Approval and certifies that the project can operate in compliance with legal and environmental regulations.
