DNSH Analysis

The DNSH (Do No Significant Harm) principle is a new obligation at the European level in the assessment of proposed activities and investments within Funding Programs. This principle is based on European Regulations (EU) 2021/2139 and (EU) 2020/852, which stipulate that these activities and investments must be evaluated according to their potential to cause significant harm to the six environmental objectives.

The six major environmental objectives are:

  • Climate change mitigation.

  • Climate change adaptation.

  • Sustainable use and protection of water and marine resources.

  • Transition to a circular economy.

  • Pollution prevention and control.

  • Protection and restoration of biodiversity and ecosystems.

By applying the DNSH principle, the aim is to ensure that funded projects, particularly those in the National Recovery and Resilience Plan (NRRP), do not significantly harm these environmental objectives. The Regulation on the Recovery and Resilience Facility emphasizes that no measure included in such a plan should cause significant harm to the environment.
